(Course outline)
The current situation surrounding Japan and the world is facing a complex crisis due to the impact of cross-border issues such as the spread of the new coronavirus infection and the intensification of natural disasters due to climate change, as well as the situation in Ukraine. In addition, Japan is required to respond to the declining birthrate, aging population, and rapid digitalization. These issues surrounding Japan and the world are closely and intricately related to the current situation of small communities such as local governments and regions in Japan.
Under such circumstances, the role of public policy is increasing, and the need for new policy development is increasing. Local communities, local governments, the national government, and the international society are each making multi-layered efforts to solve complex social issues by developing new public policies.
The aim of this course is to help students acquire understanding and considering the structure in which these contemporary issues are connected through local communities, local governments, national government, and the international society, and the role of the government and administration at each layer in dealing with these issues.
(Learning Objectives)
Students will be able to understand the role of the government and administration in local communities, local governments, national government, and international society in relation to various issues in modern society. Through the lecture, we aim to encourage participants to independently deepen their thoughts on the social movements behind their respective research subjects, and to bring about the development of research from new perspectives without being bound by preconceived notions or stereotypes. We believe that the content of the lectures given by each lecturer from different layers of government and administration, such as local communities, local governments, the national government, and the international society, will be of wide benefit to each participant, whose research subjects are diverse. Therefore, not only master's course students but also doctoral course students and undergraduate students can participate in this lecture.

Before each class meeting, students will be expected to have read the relevant chapters from the text. Your required study time is at least two hours for each class meeting.
(Grading Criteria /Policy)
Final grade will be calculated according to the following process term-end examination (report) (50%), and in-class contribution (50%).
