Outline (in English)

  Some statutes and bye-laws have defects or flaws, so application of laws would cause trouble and sometimes could not end dispute. Defects/flaws are corrected and amended by the public entities' development of policies. A goodness or badness of policy-making or policy decisions might be important, but it is required to find out defects or flaws in statutes and bye-laws so as to enact policies. This course is design to understand general matters which arise on the legislation of policy objectives and to learn (the way of finding) defects/flaws of a particular Act of Parliament and a certain range of bye-laws.
  After completing this course, concerning general matters on the legislation of policy objectives, you should be able to:
・Explain legislative fact and offer an analysis of it, and also explain importance of it in making an Act of Parliament and a bye-law;
・Explain how/what kind of legal measures could/should be provided and composed in Acts of Parliament and bye-laws, and besides, explain how they should influence the public;
・Explain and offer an analysis particular issues which need considering in making Acts of Parliament and bye-laws so as to ensure effectiveness of them;
・Explain roles of people working in making Acts of Parliament and bye-laws (people like a parliamentary counsel); and
・Explain process of making Acts of Parliament and bye-laws.
  After following through this course, as concerns a particular Act of Parliament and a certain range of bye-laws, you should be able to, for example:
・Sketch out the Act on the Protection of Specially Designated Secrets 2013 (c.108), with identifying problems of that Act and offering solutions to them; and
・Sketch out the Act to Prevent Illegal Activities by Members of Organised Crime Groups (like hoodlums or mobster) 1991 (c.77) and provide an overview of bye-laws made in order to exclude that Members from our society, with identifying problems of the Act 1991 and bye-laws and also offering solutions to them.
  It would be normal to take 4 hours on independent learning in order to follow up every lesson by understanding in-class lecture and collecting your thoughts.
  Assessment for degree of your understanding is done by an end-of-term written exam (100%). If you cannot attend school because of the spread of COVID-19, it is done by an essay in using 'Learning Management System [an internet-based system for learning]'.
