Outline (in English)

  This course is designed to help you understand a contemporary composition of the executive branch, to provide an overview of law on civil service, and to sketch out law on tangible things used directly by public entities or made available to the public (about tangible things, see Art. 85 of the Civil Code).
  After completing this course, you should be able to:
・ Explain a contemporary composition of the executive branch, such as the Cabinet, the Cabinet Office, the Ministry;
・ Explain a notion, sorts, and recruitment (including working conditions) of civil servants, and also spell out their rights and obligations;
・ Explain a notion and sorts of the tangible things used directly by public entities or made available to the public, and also expound public entities' power to administer them and individual rights to use them.
  You should learn independently by reading your own reference book(s) in order to prepare for and/or review every class. The STANDARD time for preparation and review is 2 hours each.
  Assessment for your comprehension is done by an end-of-term exam (100%). If you cannot attend school due to the impact of the COVID-19 infection, it is done by an essay using the 'Learning Management System [an internet-based system for learning]'.
