Outline (in English)

  This course is designed to help you learn major problems concerning local authorities and the public, while consulting Local Autonomy Act 1947 (c.67) which lays down fundamental and general framework of local autonomy system.
  After completing this course, you should be able to:
・ Explain a principle of local autonomy;
・ Explain definition and sorts of local authorities;
・ Explain individual rights which the Act 1947 provides for;
・ Explain relationship between the council (which is comparable though not identical idea of county council, district council, parish council, and so on) and head of a local authority;
・ Explain limits on legislative powers of local authorities;
・ Explain differences between public services necessarily delivered by the state and local authorities;
・ Explain a manner of state intervention in (local authorities' carrying out) the executive functions.
  You should learn independently by reading your own reference book(s) in order to prepare for and/or review every class. The STANDARD time for preparation and review is 2 hours each.
  Assessment for your comprehension is done by an end-of-term exam (100%). If you cannot attend school due to the impact of the COVID-19 infection, it is done by an essay using the 'Learning Management System [an internet-based system for learning]'.
