Outline (in English)

The course deals with the historical development of the German welfare state (Sozialstaat), from its beginning in the late 19th to the 21th century. Main focus will be laid on its character as "welfare mixture", which means dynamic cooperative interactions between governmental authorities, welfare organizations, and actors of the civil society (Volunteers) in building and reforming the social security system.
The class consists of seven modules arranged in chronological order.
Each module will consist of a combination of lectures, readings, and literature readings, as well as discussions with participants to supplement the information and deepen understanding.
Participants are expected to raise questions and provide knowledge about comparisons with the situation in other countries and regions, especially Japan.
The standard preparation and review time for this class is 2 hours each.
Grading will be decided based on participation in discussions (40%) and term-end report (60%).
