Outline (in English)

(Course outline)This course will proceed from the perspective of "policy theory" rather than "interpretative theory" of local government ordinances. This class will proceed by introducing the effectiveness and limitations of existing ordinances in specific fields, while conducting an exchange of opinions with the students. A lecture on policy making from the perspective of municipal administrative law will be given.
(Learning Objectives)Policy making in local government is fascinating in many ways, as circumstances and other factors differ from region to region. The goal of this course is to help students acquire policy-making skills by learning about these examples. Policy-making ability is defined as "the ability to identify a problem, set a certain policy goal to solve that problem, and create the necessary mechanisms and mechanisms to realize that goal.
(Learning activities outside of classroom)Since this lecture assigns students to study policy ordinances, we encourage you to take an interest in the policy ordinances of the local government in which you live and work.
(Grading Criteria /Policy)Grading will be 70% for the final presentation (presentation and report) and 30% for the status of discussion (if an interim presentation is given, 50% for the final presentation and 20% for the interim presentation).
