Outline (in English)

Course outline
In this lecture, students will learn what kind of reforms and policies are being implemented in local governments to address various educational issues surrounding school education, taking up specific policies and their formation process. Students will learn about the formation and implementation process of educational policy and administration, and then research and report on specific cases.
Learning Objectives
Through the lectures, the course aims to develop the following skills.

1 Understand the structure of education policy and administration in local governments
2 be able to search and analyze laws, policy documents, and meeting minutes
3 be able to search and use various official statistical data
4 be able to persuasively develop one's own views on education policy and administration based on concrete data and researched facts
Learning activities outside of classroom
Lecture materials and other materials will be distributed via the web, so please prepare for the lecture by yourself. Although it is not necessary to print the lecture materials, students are encouraged to bring their own PCs, tablets, etc. so that there are no obstacles to viewing or working with them (viewing with smartphones is not recommended).
For the policy research in the second half of the course, study and work outside of lecture time will be required. It is desirable to secure about 4 hours for collecting materials and creating a resume, so please adjust your schedule in advance so that you will not be unable to work due to other lectures or on-campus/off-campus activities.
This will be a group activity, so please be mindful not to inconvenience other members.
Grading Criteria /Policy
Grading will be based on the perspectives indicated in the achievement objectives through the results of group activities and reports.
Content and presentation of presentation materials: 50%
Final report to be prepared by each individual: 40%
In addition to the final report, students will be required to submit a document with their own contribution to the group work (10%).
