Outline (in English)

In principle, administration in a democratic state is based on laws and budgets determined by the parliament representing the people. As it is difficult to delegate all the complexities of modern society to the decisions of Congress, administration has discretionary powers. Because of being managed mainly by bureaucrats, administration activities have the aspect of being operated autonomously. Therefore, their omissions and negligence on implementing the public policy might cause new social issues.
From such a viewpoint, we'll set the purpose of this class "Discovering social issues from the viewpoint of public administration." After studying the basics, like system, mechanism, and characteristics of public administration, we will study the change by the political influence of administrative system and policy, then we will consider the issue of the administrative responsibility.
By the end of the course, students should be able to do the followings:
-A. To understand the basic system, mechanism, and nature of public administration
-B. To examine the policy making process in public administration and the connection with politics
-C. To acquire the ability to think practically about the problems of modern administration from the standpoint of a sovereign.
The standard preparatory study and review time for this class is 2 hours each. Students will be expected to check the priority policies of the 2023 government budget and after class collect information such as searching for newspaper articles related to the content taken up in the class. In addition, read newspaper articles routinely that are thought to have an impact on our lives.
Your overall grade will be decided based on the following,
Term-end essay exam (80%), short reports or in-class reaction papers (20%). The term-end exam may change to the report according to the university's class implementation policy. It will be informed by the learning support system of any changes.
