Outline (in English)

The purpose of this seminar is from the aspect of the philosophy of citizens' self-government to explore the possibility of solving the policy issues of municipalities in the declining population term through multi-stakeholder partnerships.
Focusing on public policy issues during the declining population period, mainly in municipalities in the Tokyo metropolitan area, we'll analyze the resources provided to public problems by local governments and various actors, such as companies, NPOs and local organizations. In addition, we will practically examine the possibility of future-oriented policy development in urban municipalities, including the perspective of democratic control.
By the end of the course, students should be able to do the followings:
-A. To understand basic matters of local government policy issues deeply
-B. To acquire the ability to explain, discuss, and think about policy studies by the team
-C. To acquire presentation skills
The standard preparatory study and review time for this class is 2 hours each.
Students will be expected to perform preparatory work instructed before class, such as making summary for text subscriptions, preparing for group work and presentations, and preparing for presentations on research themes. In addition, take notes on the content of the discussion, reflect on what was considered, and voluntarily organize the points of discussion.
Your overall grade will be decided based on the following
In-class presentation (40%), participation in discussions (30%), and graduation thesis plan (30%).
