Outline (in English)
Local public finance, as the name suggests, is a field of study that discusses issues of local government tax and spending. Some may think that studying local public finance is not as important as studying central government's public finance. However, given that local governments play a crucial role in providing our various and fundamental needs, this recognition is completely wrong. This course sets the following two themes, which are central to understanding of local public finance. The first one is the relationship between a central government’s budget and a local government’s budget, so called “intergovernmental financial relations.” The second one is how to determine a local government’s budget given preference and activities of its residents. There have been many conflicts between central government and local governments over taxing and spending. What kind of conflicts are there and how have they resolved these conflicts? How is local government tax and spending policy determined in the political process? Students will investigate these questions by looking at Japan and other countries’ historical experiences. Having these two themes in mind, this course also discusses current affairs such as rural decline and covid-19. Through this course, students will be able to analyze issues related to local public finance both theoretically and empirically. Perspectives you obtain in this course will help you analyze problems related to local public finance, be as a resident, employee, or a civil servant.
Learning Activities Outside of the Classroom
The lecturer gives you reading assignments. Students are expected to read materials distributed by the lecturer before and after class. The list of reading assignments will be given at the first lecture.
Grading Criteria/Policy
Your overall grade is determined by three quizzes (30%) and final exam (70%). If you have any questions, please let me know via email.

授業の概要と目的（何を学ぶか）Outline and objectives
地方財政論とはその名の通り、「地方」政府の財政を検討する研究分野である。財政を考えるにあたって、中央政府だけを見ればよく、地方財政はさしたる重要性を持たないと考えるのは大きな誤りである。むしろ、我々の生活に必要なものの多くは、地方財政が提供していると言っても過言ではない。本講義では地方財政を理解する上で極めて重要な、以下の二つのテーマを設定する。第一のテーマは、中央政府の財政と地方政府の財政の関係、いわゆる政府間財政関係であり、第二のテーマは地方政府の財政そのもの、とりわけ、地域住民の選好や活動を踏まえた予算の決定のあり方である。歴史的に、中央政府と地方政府は様々な問題をめぐって対立してきた。これらの政府間にどのような対立があり、その対立はどのように克服されてきたのか。地方自治は「民主主義の学校」と称されることもあるが、住民との距離が近い地方政府における財政をめぐる意思決定は、どのような問題を抱えてきたのか。受講者はこれらの問題群を日本と諸外国の経験を踏まえながら考察することとなる。これらのテーマを意識しつつ、地方の衰退やコロナなど、時事的な話題にも触れたいと考えている。
到達目標Goal
この講義を通して、受講者は地方財政をめぐる諸問題について理論的・実証的に分析することが出来るようになる。そのことは住民として、会社員として、公務員として等どのような形であれ地方財政に関わる際に役立つであろう。

全体の総括
授業時間外の学習（準備学習・復習・宿題等）Work to be done outside of class (preparation, etc.)
本授業の理解の促進のため、文献課題を予習課題として課す。予習の際は、事前に配布する講義資料に目を通すとともに課題の文章を読んでくること。復習については演習問題を講義資料の末尾に付すのでそれに取り組み、また授業内で理解できなかった点について資料等を注意深く読み、解決すること（わからなかった点については質問してくれればよい）。予習・復習時間は各2時間かけることを標準とする。
テキスト（教科書）Textbooks
特定のテキストは指定せず、毎度文献課題をアップロードする。課題文献のリストについては秋学期の授業の初回で資料として配布する。

3回実施予定のクイズ(30%)、定期試験(70%)で評価する。

前年度、学生から受けた質問やコメントは総じて優れたものであり、法政大学の学生は極めて優秀だとの印象を受けている。また、重要な質問やコメントについては、講義でも取り上げ、私がそれにレスポンスする形で進めた。講義形式の授業ではあるが、受講者とともにこの授業を作り上げていくものだと考えている。
