Outline (in English)
Policy is the "foundation of Itonami" for people living in today's society (urban society).
Japanese local governance system of today starts with the simultaneous enforcement of the Constitution Law and the Local Autonomy Law in 1947. However, the actual development of local governance was started with social strucure changing during the high-growth period, as "govermentalization of municipality".
The 2000 decentralization reform was a major reform of the local governance system that reflected this "govermentalization of municipality". However, local government in the 2020s still does not seem to make full use of this institutional reform.
In this lecture, we will read and compare the two textbooks of local autonomy / local government theories just before the 2000 decentralization reform and the 2020s. It'll shows us the current issues of local governance.
Learning Objectives;
- Understand the goals of local governance/goverment reform in 2000 decentralization reform
- Understand the situation and issues of today's local autonomy and local governments
- Cultivate a perspective to understand local governance in the historical context of the high-growth period and beyond

- Participation 50% (discussion 25%, Presentation 25%)

授業の概要と目的（何を学ぶか）Outline and objectives
政策は、こんにちの社会（都市型社会）で生きるひとびとの「いとなみの基盤」である。
今日的意味での日本の地方自治制度は、1947年の日本国憲法・地方自治法の同時施行を起点とするが、地方自治の実態は、高度成長期の社会変動のなかで進む「自治体の政府化」によって展開していった。2000年地方分権改革は、この「自治体の政府化」を反映する大きな地方自治制度改革であった。しかし、2020年代の地方自治はなお、この制度改革を実態として生かしきれていないように見える。
本講座は、2000年分権改革直前、また2020年間近の２つの地方自治・自治体論を読んで比較し、地方自治の今日的課題を検討する。

この講義の到達目標は以下である。
・2000年分権改革における地方自治と自治体改革の到達点を理解する
・こんにちの地方自治と自治体の状況と課題を理解する
・高度成長期以降の歴史的文脈で地方自治をとらえる視線を養う

テキストの読解と議論、考察により進行する。受講生はテキストの指定された章について分担して要点と論点をまとめ、教員が解説しながら議論と考察をすすめる。必要に応じて補足資料が提供される。報告、議論とそれらへのコメントによりフィードバックする。なお、原則として対面講義とする。

本授業の準備学習・復習時間は各2時間を標準とする。テキスト、参考資料の精読を期待する。また、日頃から時事問題にたいする関心と良質な情報の収集に勤しむことを期待する。
