Outline (in English)

Policy is the "foundation of Itonami" for people living in today's society (urban society).

Japanese local governance system of today starts with the simultaneous enforcement of the Constitution Law and the Local Autonomy Law in 1947. However, the actual development of local governance was started with social strucure changing during the high-growth period, as "govermentalization of municipality".
The 2000 decentralization reform was a major reform of the local governance system that reflected this "govermentalization of municipality". However, local government in the 2020s still does not seem to make full use of this institutional reform.

In this lecture, we will read and compare the two textbooks of local autonomy / local government theories just before the 2000 decentralization reform and the 2020s. It'll shows us the current issues of local governance.

Learning Objectives;
- Understand the goals of local governance/goverment reform in 2000 decentralization reform

- Understand the situation and issues of today's local autonomy and local governments

- Cultivate a perspective to understand local governance in the historical context of the high-growth period and beyond

Learning activities outside of classroom;
- Completion of textbook and related papers/books

Grading Criteria /Policy;
- Participation 50% (discussion 25%, Presentation 25%)
- Achievement 50% (report on presentation 25%, the final report 25% )
