Outline (in English)

Course outline;
Japanese jurisprudence has been developed mainly on the interpretation of laws. Already in 1946, Dr.Suehiro pointed out that the work of drafting laws and regulations is done only by the professional skills of the bureaucrats concerned, and that there has been no scientific study. In this lecture, we will try to systematize "Legislation Studies" based on the results of these studies.

Learning Objectives;
To acquire an accurate knowledge of Japanese legislation, from the planning stage to the enactment and enforcement stage.
To gain knowledge of the structure of laws and regulations and the means of achieving policy objectives, and to be able to design simple systems and draft articles.
Granding Criteria/Policy;
The class will consist mainly of lectures, but will also include a combination of research, presentations and discussions by the participants as necessary.
The most important feature of this course is the legislative exercise held in the last two sessions. Students will design a legal system for a given issue, using the ideas and tools they have acquired in the lectures, and report on and discuss the legal system they have designed. Participation in the legislative exercise is mandatory for the evaluation of this lecture.
From time to time, students will be given the opportunity to discuss the assigned topics in advance and report on them in the lectures
