Outline (in English)
[Course Outline]
This course is an advanced course for International Development and Development Assistance. Development is one of the global issues in the current world as shown in the Sustainable Development Goals (SDGs). International Development Assistance has been perceived not only as a strong tool for development of many societies and/or economies but also as a way to strengthen world peace. The class consists of lectures and readings focusing on the history and the objectives of international development efforts and relationship between rich countries and poor countries putting a special emphasis on Japan's role in the international society.
[Learning Objectives]
Completing the course, students are expected;
1) to acquire basic knowledge on history and institutions in international development efforts,
2) to acquire basic knowledge on current/important issues in international development, and
3) to critically analyze who engages in international development efforts and why.

The standard preparation and review time for this class is 2 hours each.
[Grading Criteria/Policy]
Grading will be based on a comprehensive evaluation of the final report (50%), the content of each assigned report (30%), and contributions to the class and discussions (20%).

授業の概要と目的（何を学ぶか）Outline and objectives
本講義のテーマは貧困削減のための国際協力、開発援助のありようである。SDGs（持続可能な開発目標）に示されているように、戦後国際社会の大きな課題の一つ-貧困-に立ち向かうために行われている営みである開発援助や国際協力は、どのような動機や意図をもって行われ、どのような効果をこれまでもたらしてきたかを検討し、将来の国際協力のあり方、さらには国際社会のあり方についても議論する。
到達目標Goal
一連の講義と議論を通じ、受講生は以下の諸点を達成することが期待される。(1)現代の国際社会の中で行なわれる様々な国際協力や援助、特に、貧困、開発、環境をめぐる国際協力や援助の歴史と制度について基礎的な知識を獲得すること、(2)国際協力や援助をめぐる現代の主要なトピックに関する基礎的な知識を獲得すること、および、(3)誰が何のためにどのような国際協力や援助を行なっているのか、について批判的に見る目を養うことである。
この授業を履修することで学部等のディプロマポリシーに示されたどの能力を習得することができるか（該当授業科目と学位授与方針に明示された学習成果との関連）Which item of the diploma policy will be obtained by taking this class?
ディプロマポリシーのうち、公共政策学専攻公共マネジメントコースにおいては「DP3」に関連している。ディプロマポリシーのうち、公共政策学専攻政策研究コースにおいては「DP1」「DP2」「DP3」「DP4」に関連、特に「DP2」は特に強く関連している。サステイナビリティ学専攻「国際協力論」においては、ディプロマポリシーのうち、「DP1」「DP4」に関連している。

授業の進め方と方法Method(s)（学期の途中で変更になる場合には、別途提示します。 /If the Method(s) is changed, we will announce the details of any changes. ）
各回の講義は、①教員による講義、②基本的な文献に関する学生の報告、③ディスカッションで構成する。事前に指定された文献を読んで各回の授業に参加することが必須であり、予習に十分な時間を割くことが必要となる。ただし、講義の方法や内容については、受講者の数や関心などに応じて変更する可能性がある。
報告対象とする文献については、2022年度秋学期開始前に学習支援システム（Hoppii）を通じて通知／配布予定。
なお、本講義は対面開催を予定するが、新型コロナウィルスの感染拡大状況に応じて授業実施方法は変更する可能性がある。

第1回[対面/face to face]：オリエンテーション 国際協力はなぜ行なわれるのか
国際協力という取り組みが必要とされる理由や背景ー途上国の貧困と先進国との格差ーについて概観する。
第2回[対面/face to face]：国際協力をめぐる歴史と制度（1）経済成長と国際協力
第二次世界大戦後の国際社会秩序形成と、その後1970年代までの国際協力の取り組みを、国際社会の政治／歴史の文脈に位置づけて概観する。
第3回[対面/face to face]：国際協力をめぐる歴史と制度（2）経済成長路線から人間開発路線へ
1980年代、90年代の国際協力の変遷をたどり、基本的な考え方／取り組みの重点の変化を概観する。
第4回[対面/face to face]：国際協力をめぐる歴史と制度（3）環境と持続可能な開発
2000年代以降の国際協力の変遷を国際社会における課題設定や変動の中に位置づける。
第5回[対面/face to face]：日本による国際協力
日本による国際協力の歴史と制度について概観する。そのうえで、その成果および評価を検討する。
第6回[対面/face to face]：「開発」とは何か:開発と文化、社会科学
現在すすめられている開発の到達目標（行き着く先）について文化や社会科学の方法論の観点も含め批判的に検討する。
第7回[対面/face to face]：アフリカ
国際協力における近年の「大きな課題（問題）」であるアフリカについて、何が「問題」となっているのか、その由来や対応を含めて概観する。
授業時間外の学習（準備学習・復習・宿題等）Work to be done outside of class (preparation, etc.)
本授業の準備学習・復習時間は各2時間を標準とします。

特に指定しません。
参考書References
斎藤文彦『国際開発論』（日本評論社）、下村恭民他『国際協力』（有斐閣）、外務省『日本の経済協力』（ODA白書）を基本書とします。
他は適宜紹介します。
成績評価の方法と基準Grading criteria
成績評価は、期末レポート(50%)、各回の担当報告の内容(30%)、授業やディスカッションへの貢献(20%)を総合的に判断して行う。
