Outline (in English)
This course introduces the foundations of public finance to students taking this course. The goals of this course are for students to understand the basic knowledge of public finance. After taking this course, students will be able to:
- Explain the role of redistributive policy.
- Explain the basic theory of taxation.
- Describe the history of Japanese public finance.
- Understand the role of the social security system in Japan.
Your final grade will be calculated according to the following process: Reaction papers(30%) and Term-end examination(70%).

授業の概要と目的（何を学ぶか）Outline and objectives
経済危機のような問題に対して、現代国家は巨額の財政支出による対策を実施している。このような国家の活動を予算制度の観点から分析するのが、財政学の基本的な課題と目的である。
到達目標Goal
履修者が、財政学の理論や国家財政と地方財政の制度の知識を用いて、社会現象を読み解く能力を獲得することが、本講義の基本的な到達目標である。
