Outline (in English)

The supply system of administrative services in the 21st century has undergone a major transformation and has expanded the role of public affairs to the private sector in Japan. Although the provision of public services of the “public-private partnership” type is expected to provide high-quality services that make use of the characteristics of the private sector, the distance between the government and the people who will receive the services is expanding. So citizen’s participation for public policy making process has become more important than before.
In this class, students will learn the public policy and the work of local governments, will consider the roll of the local government in the future and the way of keeping the public service in the view of the tax payer's request.
By the end of the course, students should be able to do the followings:
-A. To acquire basic knowledge of mechanisms and systems related to the policy process of local governments.
-B. To acquire citizen literacy that can judge the role that local governments should play and the ideal way of public services from the viewpoint of financial resources and tax collection.
The standard preparatory study and review time for this class is 2 hours each.
Students will be expected to collect information such as searching for newspaper articles related to the content taken up in the class and check the policies of the municipality where you live. Read newspaper articles routinely that are thought to have an impact on our lives.
Your overall grade will be decided based on the following
Term-end essay exam (80%), short reports or in-class reaction papers (20%).The term-end exam may change to the report according to the university's class implementation policy. It will be informed by the learning support system of any changes.
