Outline (in English)

【Course outline】
"Criticism of mercantilism and formation of political economy"
In need of procurement of war expenditure, institutional innovation of public credit occurred in England in the end of the seventeenth century. However, in France, the national debt had expanded due to Colbert's manufacture-oriented policy and increase of financial burden of war since the seventeenth century and absolute monarchy was on the verge of self-bankruptcy. To cope with this quagmire, the Banque royale was established in the beginning of the 18th century, and bank notes were issued, but this so-called "Law system" failed in 1720. At the same time, Britain also experienced the investment boom and its collapse, namely the South Sea Bubble. Amid such historical circumstances, various prescriptions for the ailing economies are made up first in France and then in Britain. Adam Smith examined thoroughly those critical reviews of mercantile policy and gave birth to The Wealth of Nations.
【Learning Objectives】
At the end of the course, students are expected to understand the formation of the public credit system called the "Financial Revolution", the criticisms of mercantilism and the birth of physiocracy and political economy.
【Learning activities outside of classroom】
After each lecture, students will be expected to make a summary of a lecture in 1200 to 1400 characters on a reaction paper. Your study time will be more than 4 hours.

Your overall grade in the class will be decided based on the following
Term-end examination; 60%, Short reports (Summaries of the lectures):40%
