Outline (in English)

What level of tax burden should be imposed on the highest incomes? How should an effective structure of corporation tax be designed, considering transnational corporations? How can growing inequality, poverty and deprivation be tackled? What fiscal reform is necessary to fit sociocultural and political economic changes in families, working styles, business and production? How can the unprecedented accumulation of debt be brought under control? Through this course students will be offered access to empirical and theoretical knowledge, and insight into the features of various countries and historical development to deepen understanding of fiscal policy, essential for the above policy discussion. This will encourage students to actively find issues relating to fiscal policy and to apply skills for their analysis and evaluation.
 In the spring term, students will gain an understanding of the major concepts and frameworks of fiscal policy, and will develop their knowledge of the revenue side of government. In the autumn term, students will investigate contemporary historical development in fiscal policy and explore the expenditure aspect of government such as social security. Finally, a survey of debt management, essential for understanding current unorthodox monetary easing, and overview of the fiscal role in industrial policy will be covered.
