Outline (in English)

In Japan, a democratic and rule-of-law-based country, many aspects of our daily lives are closely connected to legal frameworks. Public policy, however, is not limited to legislation and subsidies; it also involves various methods such as government ordinances, ministerial regulations, and municipal bylaws.

While a legal basis is undoubtedly crucial, legal regulations alone cannot resolve all social issues. In this course, students will first learn the basics of public policy, policymaking, and decision-making, including political processes. Following this, they will explore the roles, challenges, and limitations of both "law" and "policy" in addressing various social issues.

The instructor brings extensive practical and international experience, having worked in diverse fields such as government (bureaucracy), politics (as a parliamentary secretary), the private sector (major advertising agency), and overseas graduate studies in the United Kingdom. By incorporating real-world examples from both domestic and international contexts, the course aims to help students gain broad knowledge and develop a multifaceted perspective to analyze social issues.
