Outline (in English)

【Course Outline】
・In Japan, a large-scale disaster could occur anytime and anywhere. When a large-scale disaster or accident occurs, requiring the evacuation of residents, the significance of local autonomy is once again called into question.
・In the first half of this class, we will discuss the Fukushima nuclear power plant accident based on reports from guest speakers about various issues occurring in the local government field.
・In the second half of the class, participants select an area of local government that they are interested in from the textbook ``Lecture on Local Government,'' and have a discussion based on the report to learn about the significance of local government.

【Learning Objectives】
・Able to accurately express one's opinion in response to reports from others.
・After reading books on local autonomy and organizing the author's opinions, you will be able to clearly state your opinion with evidence and present the points at issue.

【Learning activities outside of classroom】
・No special preparation study or review time is required from the 1st to the 8th class, but students should concentrate during class, actively ask questions and express their opinions, and participate in the discussion.
・From the 9th to the 14th sessions, participants are asked to organize and report on ``the author's intent'', ``their own opinion and its basis'', and ``points at issue'' in their field of expertise.
・The participants are the main actors in the class, and they are expected to actively speak out. We also recommend that you read reference books in advance to gather relevant information and increase your awareness of the issues.

【Grading Criteria /Policy】
・Activeness in expressing opinions and participating in discussions during class (50%), reporting materials and explanations (50%).
