Outline (in English)

The world is facing compounded crises, due to the remaining influence of the COVID-19 pandemic, the intensification of natural disasters caused by climate change, the impact of the situation in Ukraine, among others. In Japan, the society is facing challenges owing to a declining birth rate, an aging population and a resulting shortage of human resources, the need to respond to rapid digitalization, as well as the prolonged economic slump.
These issues are closely and intricately related from the world and to Japan, even down to the present conditions of local governments and communities.
In this context, the importance of the public policy’s role has been reaffirmed, and the need for the development of new public policy is significantly increasing. The local, regional, national, and international communities need to work together in a multi-layered approach to solve complex social issues.
