Outline (in English)

Student will acquire concrete measures of “The 1st Sport Basic Plan” established in 2012 and “The 2nd Sport Basic Plan” revised in 2016 based on “The Basic Act on Sport” enacted in 2011 after learning the trend of the sports policy of our country and foreign countries. Focuses on the reflection status of MEXT and local governments on sports politics and projects, trends of sports organizations, and the administrative policy on comprehensive promotion, etc. of each relevant ministries and agencies’ sport related policies along with the establishment of the Sport Agency in 2015. Topics include the policy challenges for success while observing the preliminary conditions for hosting the Tokyo 2020 Olympic and Paralympic Games and the World Master Games 2021 Kansai.


By learning how sports administration policies of the national and local governments have progressed and reached the current situation, students will understand the issues of sports policies promoted by the government. In particular, learn how sports are reflected in the social apparatus of "people," "things," and "money," and what policies should be emphasized in the future. “People” refers to sports instructors, organization managers, policy planners and executors, etc. “Things” refers to sports facilities and equipment, and “money” refers to budgets and management of sports facilities. ・Learn management methods. We will also consider how sports policy should be aimed at realizing a tangible and intangible sports legacy after the Tokyo 2020 Olympics and Paralympics. In the future, the goal is for students to acquire basic knowledge that will enable them to play an active role in sports-related occupations, including educational and administrative positions.


Regarding sports policy, the government (Ministry of Education, Ministry of Health, Labor and Welfare, Ministry of Land, Infrastructure, Transport and Tourism, Ministry of Health, Labor and Welfare, Ministry of Economy, Trade and Industry, Ministry of Foreign Affairs, etc.), local governments (prefectures, municipalities), and sports-related organizations (JSPO, JOC) , JSC, each NF, etc.), and constantly check the information, etc. regarding policies, measures, reports, proposals, notices/notices, survey results, research, etc. sent by the media, the organization's website, etc.
In 2023, check information related to community collaboration for sports club activities on public junior high school holidays. The standard time for preparation and review for this class is 2 hours each.


Documents distributed during class cannot be brought into the classroom. A descriptive in-class test will be conducted to check the degree of understanding of the important points of the lecture theme. The grade evaluation method asks the degree of concentration and understanding for each lecture, and grades 30% of the usual score and 70% of the in-class test set on the last lecture day, and the total score is 60 points or more. shall pass.
