Outline (in English)

The concept of“management of local government”is broad. The NPM theory which was introduced to Japan in the 1990s, a new administrative style, were made use of mainly in the aspect of administrative reform, as a movement to introduce the management methods of private companies. Such as "city management" by large cities and "regional management" accompanying regional development, although they are focus on the business aspects of local governments, can also be interpreted as "management of local government" in a broad sense. The phenomenon that private sector and the voluntary sector has been taking charge of policy implementation since the 2000s raised needs of the local governments to work on "public management".
First, students learn the basic systems and theories related to "public management". Then, assuming the public issues of "local sustainability" that local governments face, we'll consider the management of local government which cooperating with the private sector and using regional resources, while taking into account the issues of policy responsibilities and democratic control.
