Outline (in English)
<Overview>
In order to develop a deep understanding of public management, one must be prepared to learn the realities of people’s lives and think about ways to improve them. The course will focus on dwellings and jobs, which are the foundations of life. Specifically, the past and present relationships between changes in Japanese people’s lives and transformations in regional and urban structures will be explained.
<Goals>
Under capitalism, our living space and work are commercialized as houses and labor and sold in the housing market and labor market. However, houses and labor are very special products, as one needs land, part of nature, to build a house and as labor is nothing other than a person’s physical and mental capability. Owing to the special nature of houses and labor, various social problems occur when they are commercialized.
People have developed social policies to deal with such social problems. Although the course will also touch on the history of social policies, rather than remembering the details of specific policies and systems, the students should focus on understanding social problems as experiences that people have had in their lives and how people’s lives have changed as a result of such policies and systems. In other words, we should look at social problems and social policies from the perspective of human experience.
The primary goal of the course is to make the students develop an understanding of the close relationship among living space, work, and geography. The social division of labor, one of the key features of capitalism, always takes the form of spatial division of labor. In cities, various actors compete with each other for land that cannot be created or moved, which brings about complex urban structures. Only by considering the ever-changing geographical (historical-geographical) context can one gain a full understanding of living space and work and open up a new vista for a better life.
Whether you like it or not, you will someday encounter personal problems related to your living space or work. However, most of you are unlikely to have the chance to consider such problems from a broad perspective in relation to the historical-geographical context. I hope that the course will serve as an opportunity for the students to think about living space and work from a broad perspective.
Ph. D students are requested to ponder the connection between my lectures and their own academic activities.

Outline and objectives
Goal
